At the time of the University's founding, in 1961, Perry Havens, Vice President in Business Administration, provided oversight for personnel matters. In 1975, the title of the department was Director of Business Affairs. At some point in the 1970's, the Personnel Department was created. In 2001 the name of the department was changed to Human Resources.

Scope and content
The fonds consists of records that document the activities and functions of the Human Resources office at TWU. It provides a unique source of information regarding all personnel-related policies and procedures at the University, including salaries and benefits, recruitment, hiring, orientation, and review and evaluation.
The minutes of the Staff Representative Committee are also found within this fonds (Series 03).
